PISA 2009

The Standing Conference of Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (KMK) commissioned the DIPF with the national project management for the PISA 2009 study in Germany.

Process and Areas of Focus

The international OECD PISA study is a comparative study of student achievement which in 2009 assessd the competencies of 15-year-old students in reading, mathematics and natural sciences in 68 countries. As in the first PISA cycle in the year 2000, the 2009 study's main focus was the assessment of reading competency.

Next to personal prerequisites, the institutional context factors of teaching and learning on the class, school and system level were taken into account. As an ongoing international instrument for educational monitoring, PISA 2009 provided conclusive indicators over a period of nine years.

National Consortium

Under the leadership of Prof. Dr. Eckhard Klieme, a consortium of experts from the field of empirical educational research was responsible for the national implementation of PISA 2009.

In addition to the project management at a national level, DIPF was also a member of the international PISA 2009 consortium and thus participated in the development and practical testing of innovative, computer-based test formats. This enhancement of traditional test methods bore the advantage of an efficient assessment of achievements and allowed for an application of real-life test scenarios by means of dynamic and interactive tasks.

Data Collection and Processing

The collection of data in the schools and their processing was conducted by the IEA Data Processing and Research Center (DPC) in Hamburg. The Center ist part of the international Association for the Evaluation of Educational Achievement (IEA) and had been responsible for the scientific management of data collection in the schools since PISA 2000.

National Educational Standards

In 2009, the attainment of educational standards for the intermediate school-leaving qualification were tested in the subjects German and English. The PISA schools (with the exception of vocational and special needs schools) took part in this test, which was carried out over two days: on the first day, the students worked on the PISA tests and questionnaires, whilst the attainment of the above mentioned standards was tested on the second day.

Responsibility for the assessment of the national educational standards lay with the Institute for Educational Quality Improvement (Institut zur Qualitätsentwicklung im Bildungswesen, IQB).
